Board of Directors
InvestKL’s Board of Directors is composed of relevant government entities, heads of key industries as well as leaders of business associations.
The InvestKL Board provides advice and guidance in formulating strategic directions as well as reviewing and auditing InvestKL’s performance. Among the Board’s primary tasks is to promote Greater Kuala Lumpur as a Regional hub for Business, Innovation and Talent.
Datuk Seri Dr. Michael K C Yam
Datuk Sri Dr. Michael K C Yam was appointed to the Board of InvestKL as its Chairman in June 2012. In his role as the Chairman and with the support of the other directors of the Board, he had used his past experience and wide network to assist InvestKL in fulfilling its mandate and meet the KPI targets set in the number of MNCs successfully relocated to Greater KL and the number of jobs created and amount of investments realised.
Apart from the Chairmanship of InvestKL, Datuk Seri Michael Yam is also the Chairman of Malaysia Airports (Niaga) Sdn Bhd, KL Airport Hotels Sdn Bhd, Kwasa Land Sdn Bhd and Triterra Sdn Bhd. He is the senior independent director of Bursa Malaysia listed Malaysia Airports Holdings Berhad and Paramount Corporation Berhad and also an independent non-executive director of Cahya Mata Sarawak Berhad, Standard Chartered Bank Malaysia Berhad and Borneo Golf Resort. He is also a trustee of Standard Chartered Foundation and the Chartered Institute of Building where he serves as its global Vice President.
His past career of more than 35 years involved leadership roles in real estate development, investment and corporate advisory work including helming 2 different listed companies that had investments and operations not only in Malaysia but also Australia, UK and South Africa. He held the position of President of the Real Estate and Housing Developers’ Association (REHDA), Malaysia from 2010 to 2014, appointed a Member of the Advisory Board of the City of Kuala Lumpur from 2008 to 2014 and also a pioneer member of the National Key Economic Area (NKEA) steering committee for the transformation of greater Kuala Lumpur and Klang Valley from 2011 to 2014. He served as an independent director of the British Malaysian Chamber of Commerce from 2008 to 2016 and also a director of the Construction Industry Development Board from 2016 to 2018.
Datuk Seri Dr. Michael Yam graduated in Building and Management Studies from the University of Westminster and subsequently obtained his professional qualifications as a Fellow of the Royal Institution of Chartered Surveyors and a Fellow of the Chartered Institute of Building. He was also Malaysia’s CEO of the Year 2002 awarded by Business Times and American Express Corporate Services.
Datuk Dr Victor Wee
Datuk Dr Victor Wee was appointed to the Board on 6 Jan 2014.
Datuk Dr Victor Wee is currently the Chairman of Bistro & Theatre Restaurant Sdn Bhd (Saloma Bistro), who also sits on the International Advisory Board of Asia Pacific Entrepreneur Award.
He was the Chairman of Malaysia Tourism Promotion Board from 2009 to 2013. In 2010, he served as the leader for the Tourism Laboratory to formulate the roadmap for the tourism industry for 2010-2020 and boost its contribution to propel Malaysia into a high-income economy by 2020 under the Economic Transformation Programme.
His other notable roles include being an advisor to the Ministry of Finance, Secretary General for Ministry of Tourism, Senior Director of Economic Planning Unit, and Deputy Head of National Economic Action Council, among others. Datuk Dr Wee was also a recipient of the Outstanding Participant award for the Top Level Leadership and Management (JUSA) course 2004 conducted by the National Public Administration Institute (INTAN) for Malaysia’s top civil servants.
He holds a Bachelor degree in Economics from University of Malaya, Master of Arts from Brown University, U.S.A. and Ph.D. in Economics from Bristol University, United Kingdom. He also received training at Harvard University, Institute of Manpower Studies at University of Sussex and the East West Center in Hawaii.
Datuk Seri Hajjah Rosida Binti Jaafar
Datuk Seri Hajjah Rosida binti Jaafar was appointed to the Board on 30 June 2020.
She is currently the Secretary General of Ministry of Federal Territories (Kementerian Wilayah Persekutuan). Prior to her current role, she was the Deputy Secretary General of Management & Socio Economic from 2016 to 2019. Notable achievements during her tenure includes her appointment as Chef de Mission (Contingent Leader) for the Federal Territory team and becoming the first female Chef de Mission for the Malaysian Games known as Sukan Malaysia (SUKMA).
Datuk Seri Hajjah is the recipient of various awards. Her latest award of Seri Mahkota Wilayah, Honours, Star and Medals was received in 2021. She holds a bachelor’s degree in Land Management (Valuation Specialisation) from the University of Reading, United Kingdom.
Rozita Binti Abdul Matalib
Puan Rozita Binti Abdul Matalib was appointed to the board of InvestKL on 29 January 2020.
She is currently the Head of Domestic Demand Section Macro Sector, Fiscal and Economic Division in the Ministry of Finance. Prior to her current designation, she was the Head of Bumiputera of Economic Empowerment Section Economics Research Sector.
Puan Rozita held roles within the Prime Minister’s Department, Economic Planning Unit From 2012 to 2017. She started as the Principal Assistant Director and Deputy Director K-Economy Section and was later the Deputy Director of Social Services Section in 2016. She was also part of the National Institute of Public Administration (INTAN) from 2007 – 2012 as Principal Assistant Director Centre of Public Sector Economics.
Puan Rozita holds a bachelor’s degree in Economics from Universiti Utara Malaysia and has a Master of Economics from Universiti Putra Malaysia.
Datuk Wira Arham Abdul Rahman
Datuk Wira Arham Abdul Rahman is the Chief Executive Officer (CEO) of the Malaysian Investment Development Authority (MIDA). Born in Perak, Datuk Wira Arham Abdul Rahman is an alumnus of the National University of Malaysia (UKM), where he graduated with a Bachelor’s Degree in Economics. He also attended the Senior Executive course at the prestigious Kennedy School of Government, Harvard University USA, in 2011.
Datuk Wira Arham’s illustrious career spanning 32 years in MIDA began in 1989 as an Economic Affairs Officer specializing in the Foreign Investment Division, MIDA’s spearheading division for attracting and facilitating foreign investments into the country. In September 1994, Datuk Wira Arham’s exceptional track record earned him the position as the Deputy Director of MIDA Cologne, Germany, where he led MIDA’s investment promotion initiatives to companies in Germany, The Netherlands, Belgium, Austria, and other Eastern European countries. In 2009, he contributed his extensive investment promotion expertise in the East Coast of the USA as the Director of MIDA New York.
Datuk Wira Arham Abdul Rahman returned to Malaysia in 2013, where he helmed the Foreign Investment Division in MIDA. Beginning May 2015, he was selected as the Executive Director of Investment Promotion, leading 3 MIDA divisions under his portfolio; Foreign Investment, Domestic Investment, and Corporate Communications, subsequently ascending to the position of MIDA’s Deputy Chief Executive Officer I on 1st February 2019.
Datuk Seri TPr. Haji Mahadi bin Che Ngah
Datuk Seri TPr. Haji Mahadi bin Che Ngah is the 13th Mayor of Kuala Lumpur. Prior to his appointment on October 1st, 2020, he was the advisor for planning to the Mayor of Kuala Lumpur. He served as Executive Director (Planning) of Kuala Lumpur City Hall from 2018 to 2019 and the Executive Director (Project Management) from June 2017 to 2018. He was appointed the Chief Executive Officer of Kampong Bharu Development Corporation affiliated with the Ministry of Federal Territories from 2015 to 2017. Earlier, he was the director of the Urban Planning Department of Kuala Lumpur City Hall from 2004 to 2014.
He is a Corporate Member of the Malaysian Institute of Planners (MIP). He received a Bachelor of Urban and Regional Planning from the University of Technology Malaysia (1983) and Masters of Science in Urban Development from University of Strathclyde, Glasgow, the United Kingdom (1990).
In 2021, he received the Grand Commander of the Order of the Territorial Crown (S.M.W.), gaining the honourable title of Datuk Seri from the King of Malaysia on the Federal Territory Day Celebration.’
